Option located in WP admin > Appearance > Customize > Other ( option name is Image Resizing Functionality ). Custom functionality creates images "on demand" so it creates less variations of an image. But in some cases when a CDN is used for images this functionality won't work and needs to be switched to use the native WP functionality.
